I'd start off by asking how sure are you that the year is 1798 and not say 1795?

The rate charged might help you. Unsure if there was a local rate in that time period for Leith to Edinburgh, but if not, then the rate would be 3d in 1798 as against 2d in 1795.

I too read the London receiving date as 3 December 1834, in which case I would expect a date code of either the letter R or the letter S. So sorry, I can't explain why it has the date code C.

Looking at a LPHG Notebook revision to BCC London, that mark is L7, evening duty sorting table F, a common (in black) mark from 1795-99. Codes A to F were used.

No, that is the standard rate, which as previously given was 1/-. So the 4d is the extra to places to the east of India, like Hong Kong (see Moubray 1st edition p 390, note a.)

Nick, The 1/- rate was the standard rate up to 1856 that covered letters for up to ½ ounce by the British mail that had gone via Southampton since 1843, rather than the more expensive rate overland via Marseille. [Edit: Drafted before I saw that Maurice had already replied.]

From the marvellous Postal Rates section, I suggest a bundle of newspapers would have been sent at the Printed Matter rate. For many QV years inc. around 1870, 4d would cover the 1lb rate.

My first reaction on seeing a 1d Black with gum, whether partial or full, is to assume it has been regummed at some time (good tickets excepted). So little difference in value in my book.

I don't think there was a 11d rate Quite right. You may have misread my post. The postal rate before late September 1866 was 1/-, with (per Moubray) 11d credited to NZ. Moubray deals with the Panama Route 1866-1869 to NZ.

It looks as if the 5d credit rate to the NZ PO applied from 26th September 1866.

Now all you might like to find is a 11d credit rate that applied before then.

Surely only the 4th Viscount?
As I see it, the 5th would have inherited the Viscount Melville title on the death of the 4th in 1886. Your covers are from 1881, five years earlier.

Could they (the Commissioners) of some charities, whether in Ireland or the rest of the UK, be covered by Class X of the Postage Act 1837 (1 Vict c.35, 12th July 1837) and its predecessors prior to 1837, so be eligible to receive and send letters by the post free from the Duty of Postage?

I seem to remember that from 1872 you get the plethora of CDSs from telegraph usage, even though the Post Office took over the running of the private telegraphs in early 1870.

The Convention Clause 7 only refers to the United Kingdom. It is silent as to where in the United Kingdom the letter is going. So my interpretation, answering a query you had, is that means "whether to port of entry or beyond".

Nick, Postal History collectors are so used to the 8d ship letter rate that it is easy to forget that postal treaties after 1840 could change that rate. This is one of them.
