I don't think the stamp reference is to a stamp as we know it, nor to any of all sorts of labels etc. to pay government taxes before the permanent introduction of income tax. My best guess is that the reference to the stamp is to a bill of exchange or similar, that was often used to facilitate trans...

Parmenter in his Barred Numeral Cancellations of London shows this is one of the FOREIGN BRANCH T.P.O.’S 1-6, and that the letters T.O. stand for Travelling Office. He rates T.O.2 as scarcer than T.O.1, but less scarce that the higher numbers, all issued 30 April 1860.

Are you ONLY interested in unprepaid, or also where the postage from the UK to port or destination was paid in cash and not in stamps, with Late Fee paid by the sender with a stamp (or stamps)?

I wonder if it was sent from Britain, prepaid 1d to port (hence the 1d in red), and it then got to Geneva by way of Basle? If you post a photo of the markings on the reverse, that might give a better clue. Also, what date is given in the letter?
