D22 Ciudad Bolivar cancel Plate 150

D22 Ciudad Bolivar cancel Plate 150

I recently ran across a Penny Red Plate 150 with what looks like a D22 cancel, which is recorded only as Ciudad Bolivar, Venezuela. This cancel was reported previously on this series, but only plate 133, as far as I could tell. Has anyone seen this cancel used anywhere but Ciudad Bolivar? Or seen it used on any Penny Red plate in addition to plate 133?
(Unfortunately, I have only a pdf image of the stamp, which is a file format not supported on this board.)

One astute observer communicated to me that he was suspicious of this cancel, primarily because D22, relative to the bars, was skewed--and the base of the second "2" seemed particularly twisted. He suspected the canceling device is a fabrication. Good observation, in my book.
