Curious cancellation on a rare Official

This stamp is being offered on eBay. I would like to know if the "cancellations" are postal, fiscal or some other kind of marking.

These are not Telegraphic as some people believe, they are often on IR Official stamps (unlike railway telegraph cancels) and can also be found on registered mail.
My best guess is that they are inspectors marks being used by inspectors assigned to the Inland Revenue offices.

Thank you for your reply. A philatelic phriend here inquired with a dealer in the UK, Sidney Fenemore, who made inquiries among revenue specialists. The only thing everyone agrees on is that these markings are NOT postal but are related to revenue activities. Beyond that, little else is sure. I hope someone with access to materials in the UK can shed more light on them.

I will continue to research this topic.
