Manuscript Letter Office on Dublin to London Cover

The wrapper is dated 26 Nov 1768 and was posted from Dublin (Dublin Bishop Mark) to London (Bishop Mark for 3 Dec). It is a FREE item although originally appears to have been charged - rate unclear although '7'd possible? - then changed to FREE. The same coloured ink and 'writer's impression' as used on the deletion of the rate appears to have added the words "Letter Office".
Can anyone help me with the reasoning for the use of the term Letter Office and where/why would it have been applied? Also, what should have been the postal rate (perhaps double/treble sheet if as this is a wrapper)?
Grateful for any comment.
