Blank King George VI booklets

I have a King George VI booklet with no printing on it does anyone know the reason for this and was it normal to do this?

A series of experiments were carried out over a period of years to find a coin-operated vending machine and stamp booklet of a suitable format. This is one of the booklets.
Since it was to be used in a vending machine all the information was on the label around a bundle of the booklets for the person filling the machines. The full reference can be found In :_British Stamp Bookets- Jean Alexander and Len K. Newbery, Part 4, Series 6 page 66. Published by GBPS.
