Is this a retouch on the 2½d blue?

Hello All,
Whilst checking through my KEVIII 2½d blues the other day I came across a block of twelve, 3 x 4 with bottom selvedge.
One of the stamps on Row 17 had what appeared to be a retouch just below the ear.
It consisted of a light patch with two dark spots.
Intrigued I checked further and then found I have the same flaw on a Morocco Agencies overprint in a larger block with control
A36 2 no dot Row 17 Stamp 4.
I can find no reference to this variety in the SG catalogue nor the Kirk, Stanton or Vallancy booklets.
As I have it on the ordinary and MAG overprint examples it would appear to be constant. Am I correct in that assumption, and does anyone else have examples of this to confirm?
