Introduction
In 2012 rates for the various categories of mail became identical above 100g. In 2013 "Small Packets" were renamed "Small Parcels", and in 2014 letters above 100g were were not even mentioned and these combined services were rebranded – "surface mail" now became "International Economy". From 2015 the types of mail were brought into line with inland rates with the introduction of a category for "Large Letters" up to 750g, dimensions no greater than 353mm x 250mm x 25mm.
Since this process effectively began in 2012, it has seemed best to start a new section with the rates from that date even though the full rebranding took another couple of years, rather than tack the 2012-13 rates onto the end of the previous sections. The higher rates were significantly reduced in the 2012 revision and have varied since! Guides specified that this rate applied outside Europe only.
There were no reduced surface mail rates for franking or online customers until the revision of 4th April 2022, when the charge for each additional 250g up to 5kg varied in the rates leaflets depending on the type of payment.
