Compensation Fee Parcel Charges 1972-2012

1988 – 80p maximum compensation (stamps with temporary "skeleton" cancel)

On 4th September 1972 the loss-making registered parcel service was scrapped and replaced with a straight insurance scheme for parcels, under the name "Compensation Fee Parcels". Parcels were sent in the ordinary way with no special handling, but payment of the Compensation Fee provided higher cover in case of loss.

Compensation Fee Parcels bore no marking to show that the fee had been paid (this was clearly a good thing, as otherwise it would have given an indication of the approximate value of the contents!). Payment was made in stamps attached to a special certificate of posting – these certificates, showing the rates paid by the original users of the service, are the only evidence available for interested collectors.

As a result of the court ruling that the whole of the charge on items that included extra services not part of the "universal service" provision was subject to VAT, from 2011 combined rates were quoted for Compensation Fee Parcels based on weight. The service was scrapped from 30th April 2012 under the Royal Mail Group Limited Inland Parcel Post Scheme Amendment (No. 19) 2012. This was doubtless in preparation for the letter and parcel services being combined the following year.
