Articles for the Blind Rates 1915-1953

A special inland rate for literature for the blind was introduced in 1906, but was not agreed internationally as a UPU service until the Madrid Conference in 1920.
There was however a "Blind Literature" service from 1915 that applied to destinations in the Empire and the USA.
The Brussels UPU Conference in 1952 agreed to allow free postage for articles for the blind, and the charge was abolished as of the beginning of 1954 – over a decade before it was abolished in the inland post.
